is there an NPC hair stylist during this era to change my hair to neon color or change my hair style or is this achieved by hair restyle deeds only? and if so, what are current prices?

hear restyle deeds only. players sell them for about 75k each. and neon hair dyes are hard to come by and cost about 1.5 million from other players
