can u repair bows and staves?

I been through just about all the eras of uo and not sure when if not always could u repair bows and staves with carpentry and bow fletching. Anyone know if u can make these repairs?

Bows/staves/staffs cannot be repaired.

I have a memory somewhere that Heavy Crossbows can be repaired however, but I might be mistaken. Edit - I can't think how though, there's no 'repair' options when using bowcraft or carpentry skills.
