Yep. Thats because people would be warned/banned for abusing game mechanics, but you can do what you like here and abuse/grief to your heart's content.

Its rediculous. I've been playing a month and have not been able to stable a single bloody pet, and I have seen countless numbers of people completely abusing the system.

Small rant over lol

I distinctly remember the buying and selling of stable slots on OSI. I also remember people abusing game mechanics to their heart's content and griefing the shit outta me like they were angry skinny nerds with nothing better to do. I love it =D

I played on Atlantic from Dread to beginning of UO:R and never remember having a problem stabling pets, nor anyone buying and selling stable slots.

I was wondering why this function needs to be in UO? You buy a horse or
llama to help with your manual labors only to be told that there's no
place to shack the pet-friend. Anyone got any other ideas for keeping
pets safe and wander-free? Thanks.

BTW, wouldn't the removal of said restriction BOOST the game economy by
having more people stable their faithful steeds and thus pay more into
the economy? Just a thought....Later.

This certainly did happen in era, although it took me a bit to find those so I don't think it was nearly the issue (or an issue at all) like it is here. I've missed a bit, refresh my memory, stable slots are tied to the region and not the stable master? ie..Killing stable master makes him respawn and no pets lost?

EDIT: After searching better, there are actually tons of posts from the era that are just like this one:

There are many posts referring to the stables "always being full"

If you read through all of them, you can see one guy states he has 30+ bears stabled and has never once found a stable to be full.

Another guy said he uses stables near skara and they are never full either.

It would definitely vary from shard to shard. The stables here aren't full because of increased population, I think a small factor is more tamers (a result of everyone having 15 or more characters and the ease of creating a tamer now) but also that there are far too many trolls here loading up dozens of worthless animals either legitly or through exploits.

Anyways, my point was that it most certainly was possible in era.
