Here's a couple of old topics on this:

I usually got for the high level chests, 400 plus gold. Shame PEs,
Bloods, Deceit LL room. T2A, Balron room.
TL;DR - it seems some chests should have over 400 GP in them?

As far as I can tell, our highest level dungeon chests have up to 400, but never more. And from the quote, it would seem they should have a minimum of 400 gp.

Also seems like some of our level 4 chests should be in the Blood Elemental room, and the Poison Elemental room, in Shame.

PE room does have one, but Bloods does not.

Deceit PE room has one... does Shame? I didn't think so, but could certainly be wrong.

Blood ely room has one on one of the four islands.

Pirul, thanks!

Ulfrigg, it's debatable whether those islands are "the blood elemental room", I'd say they're not but that's probably a good point for a staff judgment call.

I'll also add, from viewtopic.php?f=8&t=21212 it seems like there is some level of Detect Hidden + Lockpicking skill at which you never fail a dungeon chest and you never break a lockpick. It may very well be at GM lockpicking + 0 detect, so the detect may be a red herring. But it should happen at some point.
