The only way to know for sure what level maps you have are to know what monsters they came off of as loot.
Another way would be to try and decode it with 0 cartography skill. If it says "to difficult to decode" you know it is level two or higher, if not it is a level 1 map. Normally if you have a bunch of maps that your not sure what they came off of. It gets sold as a grab bag of maps. So just remove all the known level 1 maps, and then sell the rest at an about $2,500 or $3k per map and somebody will probably buy them as a gamble that there will be some level 3's and 4's along with some 2's.
