It has a Charge. There are very few of these on the shard. I have only seen two others in my years here.

is it pre patch for display? If it is i'll give you 10k. if not i dont see why it's rare i got a few magic deer/bear/orc/tribal mask in all flavors...
also how are you using it without using charges if you wanted to bless it?

if you are saying these are common then i will accept it. I just never seen any in all my time playing except a couple.

I don't know the colloquial definitions of "common" and "rare", but items of this nature do spawn normally. Typically for those with "negative" charges, I just wear them and pick them up and drop them back on my head until the charges wear out. Then I sell them as the plain mask (1-3k).
