I think you should have no problem finding one at that price. I found a couple offered for ~1mil a few weeks ago.
Was about to buy, but when i realized that with very few exceptions, any new char can be built here within a week and a few hundred k, i decided to pass.
The toons you cant build in a week here are likely not the ones you want a NCD for!

From what I hear, GM Dupre put them on a vendor in Ocllo a few months back for 400k each so there's got to be a few around.

While not in the "spirit of UO", i often wish things like this were bound to a char or account. Would also apply to the silver/events "debate"
