How do you collect Anniversary gifts?

I logged onto characters from my 3 accounts that are a few years old now, just wondering.

Holiday/Anniversary gifts can be had after shard restart, at 7AM EST, the day of the event, generally speaking.
I believe the function carries on until last save, the following morning at ~6:45AM EST.

Why is it setup so that people can only get the gifts on the same day the patch is first released? Is that era accurate?
Granted the gifts given here are inherently unique to SA each year to begin with, but aren't they intended to still emulate the era holiday season gifts? I remember the window of opportunity being much larger and more forgiving.
