Check the yew vendor mall. There's usually someone there who is selling lockpicking kits. Just gotta scour through the mass of vendors.

when i did it a couple weeks ago I think i found mine closer to the yew moongate i want to say like a screen or two south west of the gate. not saying there isnt any by the bank, just where I remember finding mine. good luck.
