How does Mindblast work in this time line?

Not sure on the exact calculation but its basically the difference between your Int and Dex. The greater the range the more damage. If you used 90str 90int 45dex you'd take about 6 damage give or take a few..

I don't believe that's true, as some creatures have extremely high int like a lich lord has nearly 800.. I know the way I described is accurate but only for UO:R and up..

It takes the difference between highest and lowest skill. The maximum damage that can occur is 45. (I think that's right)

They changed it in UO:R to be the "balanced stats" calculation. In T2A is was a comparison of Int only, but there is a damage maximum to the spell as well.
The damage goes to whoever has the lower intelligence, scaled by the difference of the two.
