For those curious; This item was given out during the 5th anniversary celebration. In order to receive it, an account had to be 4 years old. In addition it was one of 4 possible prizes (beard cream, hair restyle, plain NCD, and gold NCD)- not all 4 year accounts received one of these, and obviously only a small minority of accounts that logged in that day were eligible in the first place.
