Do pks get stat-penalty on this server?
Do they get any other penalty?

Your english is fine, both those sentances were gramaticly correct, I bet mine arnt haha. Remember this shard is era specific. The second age, (T2A) rules apply here. If you do a search on google for T2A Murder stat loss, im sure you can find the answer. Even better if you look in the guide area under 'Murder and Stat loss' here on the forums it comes up with

Search is your friend. Under most circumstances any question you have, has already been asnwered. (Other than why/how the human race is here of course lol.. wow)

the server has long(40hrs) and short(8hr) counts
both types of counts stack
after 5 murders you become red.
short term determines if you will receive stat lose on rez
long term determine is you are red or not.

Stat loss is easy to avoid or overcome, it also helps "weed out" the people who aren't quality PKs (as they get die more often and have to decide whether to spend time macroing off counts, or to take stat loss and spend time working skills)
"Risk VS Reward" you might say.
