Question about swing speed formula...

I found this formula on wiki :
FORMULA: Attack Speed = 15,000 รท ( [Stamina +100] x Weapon Speed )
It is still accurate?
Also can anyone tell me if the delay until next swing is checked just after you swing or before? I'm asking because I'm curious to know when the stamina check is done.
If anyone have some answers I'd really like to hear them.
