can an mib be brought in off shore or do you have to be out to sea?
if so how far out to sea must one sail?

You have to be fishing in deep water.
It shows as a darker blue than the water near the shore on your UO radar. Deep water typically starts about 12 tiles out from the shore, although this isn't always the case.
