Clearly it is not an issue. Some people (Hazy, Fede, etc) have like 15 forum accounts to hide their shame, or circumvent prior forum account bans. lol

Not sure if legitimate response, but I can think of quite a few people with multiple forum accounts and I'm wondering if it's legal. I'd like to make a FishinPro type account if I'm allowed to.

Yeah, you can do that. Unless you use it to facilitate a scam, in which case, that is bannable (from forums).
Whether or not that pertains to IP address or just that particular forum account, I can't say.

Taking away people's RP Forum Accounts and the associated tales only hurts the Story Telling aspect of the game and does nothing to stop a scammer.
