My only confusion is the purpose of your quotation marks in that question.

More of an emphasis on the word "not" and i don't mess with bold/underline enuff to care so i just use " "
I didn't think it was that hard to understand, i use " " alot for word emphasis when typing since you can't express emphasis without tone while typing and it usually works just fine...
