From what I understand this piece was placed up for sale on forums from some poor noob and since then, its become a novelty item because of all the laughs it gave the community.

The 'chainmail tunic of defense' is the most common piece of armour out there - not sure if its chance rate was increased after the infamous thread but im pretty sure it is.
I would have thought it would be the same chance rate as any other piece of armour but of 9198 lowend magic items I collected (usless jewellery/clothing, hardening/force and below) 169 were chainmail pieces (tunics, coifs and leggings) which is 1.8%
Of those 169 items 62 were chainmail tunics (0.7%) which is about average for any piece of armour.
But of those 62 tunics, 28 of them were a 'chainmail tunic of defence' thats 0.3% which is high!
This mean that you should receive a 'chainmail tunic of defence' for every 333 shit magic items you collect, approx.
Interesting?.....
The rest of the 332 shit items will probably be:
83 pieces of jewellery (25%)
33 pieces of clothing (10%)
36 hats (11%)
13 pieces of footwear (4%)
13 shields (4%)
33 swordsmanship weapons (10%)
16 axes (5%)
28 macing weapons (8%)
13 fencing weapons (4%)
9 archery weapons (3%)
16 pieces of female armour (5%)
8 helmets (3%)
5 pieces of chainmail (2%)
14 pieces of platemail (4%)
9 pieces of ringmail (3%)

of the 9198 shit items there 67 bardiches (0.7%) and 58 hallies (0.6%) these may be slightly higher though as I would usually keep force or high tactics for such weapons where as I wouldnt for most other weps.
looking at my figures I'm pretty sure you stand just as much chance of receiving a hally or bardiche as any other weapon.
nearly all the weapons fell in the 0.6-1.0% bracket with exception to the broadsword which came in at 1.9% but again this may be slightly off as I have occasionally hunted balrons in the past.
The least common weapon I picked up was infact a cutlass! (0.6%)

I did start to go itno a little detail before I lost interest
for example, I worked out the exact price you would get for any shit magic piece of jewellery:
necklaces pos. charges = 13gp + (2gp x no.charges) / neg. charges = 3gp
gold earrings pos. charges = 13gp + (2gp x no.charges) / neg. charges = 3gp
gold bracelets pos. charges = 13gp + (2gp x no.charges) / neg. charges = 3gp
silver earrings pos. charges = 10gp + (2gp x no.charges) / neg. charges = 2gp
silver bracelets pos. charges = 10gp + (2gp x no.charges) / neg. charges = 2gp
bead necklaces pos. charges = 10gp + (2gp x no.charges) / neg. charges = 2gp
