I found some information on the Young status to:

Nov 16 1999 Young players and Companions are introduced into the game.

Young player status is bugfixed same day as it was released.

We do not have the Young status on UOSA specifically because of the fact that it encourages abuse of the account system that is naturally provided on free servers.
