These items only work on Halloween. They are not newbied.
On Halloween when wearing the costume, you transform into the creature of said costume.
Although, you turn grey when you wear it, and can be attacked.

Actually I tried a bunch of mine out this year and found that I turned RED when wearing them except for the Blackthorne costume, which I believe I was still blue when wearing. Not sure if all of them are like that but that's what I found to be the case with mine. Didn't both to see if I would be insta-guard whacked while wearing but certainly could be the case, I suppose, if it turns you red.

I tested it this past Halloween, it does not gwhack you. you are attack able though
