Insta casting mobs

I have found two things that seems broken to me.
1. Then a caster mobs spawn it do sometimes attack in the same second. (Ex: I died of a drake killed me with firebolt before I even seen the image of it spawned near me. It appears after or same second I died.)
(Edit: This issue are connected to my post in here [Link] they spawn on different level then me and I dont see them.)
2. Under the time that server saves the timer for a casters attack don't seems to take a pause. So then the server "comes back" it will instantly cast a spell. If I got low HP and freezes near a dragon under save it will instantly kill me.
Point 2 might be a RunUO core progblem and might be hard to do something about.
