im pretty sure lichs and lichlords spawned in wind tunnels, but im not completely sure

you could always recall OUT of wind but not INTO wind, because having 70 magery was a requirement to enter the city of wind. Wind has always been a city in UO.

Aye, you should be able to recall out and there was a lich, but no Lord. Thanks for the references as well.
