It would seem that the restock check is performed on "vendor buy", when in fact it should be performed on "vendor sell". The restock chill checks that the correct amount of time has passed since the last restock, so it wasn't exploitable, but certainly still a bug.

I don't recall the exact details, but I experienced a similar thing when I was working on cartography. I found doing the "vendor buy" and cancelling before I did the "vendor sell" for my completed maps made a difference for the vendor restocking blank maps as I sold the completed maps. Something like that.
