According to the sandals dictionary these still spawn. Is that correct? how rare are they?

Not rare... I have several dozen and they still spawn as recent as 2 weeks ago.

Yes, it's not rare, still spawns.
Sandals that doesn't spawn anymore worth much more.
It's just a cool color and a harder than others to find.
