It's like the morph spell. You turn into the game's default gargoyle model that you can see frequently out in the wild. I believe itt only works specifically on Halloween though? That's not confirmed by me personally. Never been one to test the costumes.

wow...costumes cost this much now?...i remember 25k...or is gargoyle one rare?
