'To hit' formula

Anyone know where I can find the "to hit" formula? We remember that with 100 wrestling and 100 swords, each player would have a 50/50 chance of hitting. Or, is that a damage ratio where you are offsetting 50% of their damage? Because then there's tactics. If you use an accuracy modifying weapon, it raises tactics, and you hit more often. However, we thought that tactics gave you a 50% damage bonus.

So, what exactly, do they do here?

So an accurate weapon gives a damage bonus? I figured that's what ruin/might/etc did. Has it just been in my head that the tactics bonus made me hit more often? Still not coming together for me. . . Thanks for the answers though.

Tactics is only dmg modifier.
