Pets basics and mechanics :
In order to give your pet commands or transfer it, you need both animal lore and animal taming(not needed for horses, ridable llamas, forest ostards, and desert ostards). This does not mean you need to own the pet to enjoy the comforts of riding it. You can ride any mount, including nightmares, simply by being friended to it. To refresh the pet's stamina, it must be following the tamer who owns it.

Actually this is kind of inaccurate... You can own any pet in the game with 0 taming 0 lore. You won't be able to control it at all but you can own it.

Did you not see my direct quote from you? Anyways, any pet that was tamed once takes 0 taming to retame. Therefor you can own any pet in the game even if you have 0 chance to control it.
