UO Second Age

Is there a way to acquire one of these? I remember carpenter's being able to create them yet they can't here, or draining a water barrel completely which would allow it to be removed (which also doesn't seem to work.) Its not on a rares list, either.

You can get unfinished barrels from shipwrecks too.
