hiding stuck at 95.2

am i just being impatient, or is there something you have to do to get it to raise beyond this point (i.e. wear more armor)

I've GM'd a few hiders. Never did anything different from 0-100. Just make sure you're not macroing in an owned or friended house now.

There is a significant increase in hiding skill gain if you are in proximity to other players. Find someone who is AFk-macroing at a bank or something, and stand as close to as many of them as possible and macro there.

I usually do hiding in an inn. Does it work that way with NPC's as well because I've never had a problem gaining?

It is the same with NPCs. If you're looking for a spot away from banks, I'd recommend looking into docks in various cities--there are typically plenty of NPCs around them.
