REPORTED ISSUE: No gains while tinkering with logs

ISSUE DETAILS: Used over 500 logs at 50.0 skill and did not gain even .1

ENVIRONMENT DETAILS: N/A

STEPS TO RECREATE: Went through around 500 logs without a single .1 gain. Tried creating the smallest item that used 2 logs (i forget what it is)... no gain. Then tried creating a bunch of clock frames at 6 logs a piece and still did not gain whatsoever. It does not seem right when you hear that someone GM'ed tinker off making lockpicks.

EXPECTED RESULTS: a gain of .1 in tinkering over the course of around 500 logs.
