Creating potions while being overloaded

Right now, when you create a potion while you are overloaded the potion does not drop on the ground but it goes in your backpack.
Is this intended behaviour?

I thought it would only drop to the ground if it exceeds your backpacks 125 item/430 pound limit.

So when it's fixed and you exceed that you're going to stop using the skill?
I don't really see what needs to be fixed
