i was sailing around brit with a friend last night and decided to do some fishing. but when we were moving and I would cast out when it was time to bring it up it said "i need to be closer to the water" and on OSI during T2a i know this worked.

I believe you had to go "slow forward". It should work, try casting a little further in front of the boat

i tried everything.... it always gave me the same result...
