stealing diagram as talked about earlier today

steal noticability % would be checked by any player or npc in this range. Making it harder to successfully steal without being noticed with more people/npcs around
also found info on when they implemented stolen good(s) returned to victim's pack upon stealers death.

One common trick in Ultima Online used to be for two players to create thief characters, stand near a bank, and steal items from adventurers. If the victim detected the theft and called for the guards, the thief was executed. The thief’s partner would then lift the item from the dead body, and the original victim would have no way to get it back. Origin recently fixed this exploit by having the guards return stolen items to the victim if the thief were killed within city limits within two minutes of the theft.

So I don't know if he has edited the original article and maybe added this update info in at the later 2000 date or something but I doubt it. I'll check into it further and see if I can find out more.

well in the uo update section on the main uo update page it only goes as far back November 99. So looking at all the november 99 - after march 2000 update notes none say anything about this change to stealing. So I am assuming this came from the original article in april 99. So this update which I do remember getting implemented happened just before april 1999
