From recent experiences, on my own systems and supporting others through IRC, I have come to find three things that help prevent the UO Client (Not Responding) issues, that some have experienced.
Close the client, and Razor, then right click the Razor shortcut icon and select Properties.
Go to the Compatibility tab.
Set it to Run the program in compatibility mode for Windows XP (Service Pack 3)
Put a check in 'Disable Visual Themes' (I think this helps the Razor counters show up in the title bar)
Then under Privelege Level at the bottom, select Run this program as an Administrator.
