But the spear and maul are the only non-gm weapon equivalents. I don't see how the population affects the fact that those aren't good weapons at all.

Um, all of those weapons are better than GM ... even the Battle Axe of Ruin is silver (and, silver aside, SA + Ruin is almost as good as GM ...).
