Bracelet of Reaction...?

This was found in the keep I just bought. No clue what it is never seen/heard of one. Its a bracelet of reaction 5 charges. Can anyone fill me in on what this is? I dont wanna use any of the charges just incase...

these are kinda like checks. they spawned for a while. now dont, i have hundreds so "quite" rare, i dont think so, but maybe someday.
