Whether its a vendor, gambling house, pub, musem, library, what ever! so long as its a public establishment you qualify!!

Just an FYI, once the runes are featured, they are then moved to the appropriate book in the library! We do not dispose of them ever. All player establishments, towns etc are located on the 2nd floor landing outside of the dungeon rune room.
