I'm not sure you can train it given the hiding prerequisite. Both guys I have raised, I have just started from 0.

I raised a guy from 0 to GM recently. Its not too hard with a fairly simple macro. I'm not at my home computer right now so I can't give you the macro, but if you're interested I would be happy to post it this evening. I wouldn't waste your money on training it. At 86.0 I stopped gaining so I got enough armor to get AR at 18 (although I think 14-16 would work fine from what I've read). That was enough to take it to GM.

As Pirul said, I'm not sure any NPC trains this skill.

all good as soon as my guy hit 85hiding stealth became available almost caught up now im at 91 stealth 96.7 hiding

When you get 80 Hide(prereq to use stealth) find the Thief Guildmaster(usually one in Britain Pubs) and say- (name) train stealth.. he trains it up to 25(? i think it was 25)
Razor Macro for it..you do not have to move just loop the below....

If you're training stealth for a thief, don"t waste the points. You become revealed the moment you snoop a pack and your mark simply runs away.
