Yes, you can but you can't res them through a wall of security (such as tables/boxes).

Oh I remember when you could be ressed halfway in between the door of a house and then walk into the house and loot it

You can't be resed withing passable objects such as doors, and you need to be one tile away to res.

And as a ghost, you can't walk through locked down tables, chests etc. correct?

You cannot, but that is not to say you can't get past them undetected.
