I know they can be bought with silver, but i thought i read somewhere that you can get a free one after 5 years. Is that true?

Name change deeds are often rewarded to players who login on during special days such as well known holidays. That's where most have entered the economy.
Ic you have not yet registered your account, I would do so. Directions to do so is often found when you first login to the game. Only registered accounts are able to recieve free login rewards on holidays.

I've been registered for a while now. I remember getting stuff last thanksgiving, Christmas, new years, and easter, but not any NCDs. I missed 4th of july. Did they drop then? or is it a random thing where not everyone will get one?

It is random it seems. Only one of my three accounts received a name change deed in a xmas bag one year.

I'd wait and see with the anniversary and such. I think it's Dec. 13 or 14th.
