Not sure how this is even possible...but make a razor macro to spam a bunch of messages on a loop...let it run for a while, they all come up instantly.
Stop it, and then type something...it will show up instantly.
Not once will you receive spam queue message.
Now CTRL+Q one of the things you were spamming and you will quickly hit a spam queue.

The spam detection is in the client, razor sends packets directly to the shard.
