Question about rares...

When rares spawn (like a level 2, 3, or 4 rare) does it always happen at server up on their designated day, or can it happen at any time throughout the day?

edit: the 'levels' of the rare, are completely arbitrary for turn in purposes, they have nothing to do with the rarity or spawn rate of the item
