Mages Bane Weps

How are mages bane charged weps supposed to work? Mages bane items take your mana to 0. Mages bane weps with charges don't do anything.

Have you tried them against someone with 0 Resist?

I tried against both 95ish resist chars and 0 resist chars and the mages bane weps do not move mana at all.
