Question about snooping

Hello

Is the snooping skill used to determine your success in just opening someone elses bag, or does it also determine if you do it wihout being noticed?

If I only raise snooping to 80 or 90 then it will affect my chance to open the backpack, which is ok as I can just repeat until I get it opened. However if it affects my ability to open it without being noticed then should I raise it to 100?

It appears to me that it impacts your chances of being noticed. But, I don't know how exactly the relationship goes.

If you're going to steal, you're going to want to GM this.
