Thief question

I have been developing a thief character and have finally got the character in the thieves guild. Shortly after, I decided to test my new-found powers on the first blue player I saw that was obviously afk (i rather not die on my first try). However, I tried to target several things (reagents, gold, instruments, clothes) and got the "I can't steal that" message. Then I tried a random steal and got this message: "You see nothing that is valuable enough to steal".

My question is, besides blessed items and 10+ stones, is there anything a thief cannot steal?

all those things you tried stealing were newbie items, cant steal those.

Most people macroing in town will have nothing or newbied shit on them.

Most, yes . . . but so far I've noticed that for every 2-3 people that macro unattended there is almost always one I find that has a good amount. Although, maybe I shouldn't share that . . . . .
