Queries about weapons

Hello,

Looking for some info on weapons, any help would be appreciated.

1. Are GM exceptional weapons (or armour) better than non-gm exceptional weapons?

2. How do exceptional weapons compare against the lower magic weapons, ie. ruin and might?

Exceptional weapons whether Gm or Non are just that giving a plus four damage slightly lower then force which gives a plus five.
