Vendors buying scrolls?

which vendors are buying scrolls? and which cities? i'm developing a scribe char but i couldn't find.. Can you help me?

To my knowledge, only Mage NPC's will buy scrolls (blue robes, not red). Moonglow and Britain have a good amount of mages.
