Where do you get them? Can't find anything that drops them.

Balrons and Ancient Wyrm for sure. I also think Blood Elementals, Demons, and Elder Gazers will as well.

AWs is best for 5th level, i farmed AWs for a day or two and had 20-30 each 8th circle scrolls
