No more noto with rescue missions?

I noticed just a couple days ago that rescuing NPCs no longer give noto? When and why did this happen?

They award karma, but only to a point, like with any good or bad deed, you'll not gain karma if your karma is relatively high or low.

My suggestion is : kill the npc, then resume rescuing them until you stop gaining karma again :P *muahahaha*

Before this weekend there were awarding "a lot of karma and fame" to my char and he is Admirable. I figured I should be able to hit Famed, if not Illustrious just from that but then it stopped totally. I even took one where he had to go and only got a few hundred GPs. To test I also rescued one with my Unsavory char and he got nothing as well.
