Staff of Lightning damage question

This is about the gnarled (quarter?) staffs of lightning, and other wands with offensive spell charges (fireball, harm).

Is the damage affected by users evaluating intelligence? What about magery?

one last thing: does it take mana when you use them?

does not take mana, it has a little "recharge" period so you cant spam it. I think it casts the spells based on a char with 50 magery? I dont know for sure though.

Your own magery and eval are not used. The wands work as if "they" have 60 magery.
