I recently formatted my pc and im not sure if I have forgotten to install something or there is something wrong with my connection but recently I have been lagging on everything connected to the internet, i.e. Xbox live, uo , skype , vent , internet.

wireless?
Operating system?
Drivers recent?
Do you have a firewall?

you need to be ALOT more descriptive.. Not enough information to even begin to troubleshoot

If your xbox still lags while your pc is off, then its a connection/router issue.

Otherwise, you possibly have a virus already?

i lag when my pc is off when i play xbox.. I dont have a virus im pretty certain about that

I connect wirelessly with my xbox but i have a wireless extender thing in my room, my pc connects to my router with an ethernet cable

Im on windows xp, My firewall is off.

It says that my drivers are updated concerning the internet based ones

Unplug your router for about 15 minutes to get a new path.Sometimes when you stay connected for a long time the path you are using gets crowded.

i often leave my router off over the night a good 8-10 hours ?

Unless you had software in the PC controlling your Router, nothing should have affected your connection. If your PC is off while attempting to use the online service through X box, then its not your PC.

As I see it, the only possible reasoning behind it is:

Either the connection between your router and the cable/dsl company has been severed somehow,

or

your cable/dsl is having "known" issues at this time. (example, Lost connection for 2 days due to California Fires)

if PC is on ethernet cable and X box on wireless and still having same problem, couldn't be any home based connections...

I'd contact your ISP.. Are you certain it stopped working after re-formatting your PC? I guess the ultimate test would be to disconnect the eathernet cable and try x box live again... But sounds more like ISP / Routher configureation problems.
